The number of authorized gaming machines in Romania has decreased significantly following the implementation of National Emergency Ordinance 7/2026. This regulatory change, adopted in February, has reduced both the volume of active devices and revenue contributions to public finances.
Local Regulation and Licensing Changes
The reduction stems largely from new powers granted to local councils to regulate land-based gambling venues. Of roughly 3,100 administrative units, only 90 have issued decisions so far. Among these, 35 municipalities banned gaming halls entirely, while 55 permitted operations.
The county of Iași stands out as the first region to implement a total ban, with all 98 local councils voting against new licenses. Existing venues in Iași are expected to cease operations by the end of February 2027.
Under the new framework, operators must secure annual authorization from local councils in addition to their national licenses. This requirement applies to all land-based gambling, excluding traditional lottery games and licensed sports betting. While restrictions are generally phased in to allow current venues to operate until their licenses expire, some localities may enforce immediate closures.
Previously, the market showed higher activity levels. Between February and May 2025, 18,981 slot-machine stations received authorization, compared to the 2,337 recorded in the same period this year. The total count of authorized gaming devices stands at 29,014, down from 45,659 units active last year.
Financial impacts are evident as well, with operators paying RON 300m in authorization fees recently, compared to RON 485m (€92.5m) in the previous year.
