The Netherlands Gaming Authority has extended Holland Casino Online’s operating licence for five years, effective 1 October 2026. The renewal allows the operator to maintain its regulated online gambling services in the Dutch market through 2031.
Regulatory Compliance and Market Oversight
The Kansspelautoriteit confirmed the extension on Thursday, reaffirming regulatory approval of the company’s compliance standards. Chief executive Petra de Ruiter stated that the operator will prioritise player protection and responsible gambling measures. She noted that maintaining a competitive regulated environment remains necessary to direct consumers away from unlicensed providers lacking oversight. The licence renewal coincides with ongoing enforcement of advertising restrictions. The regulator recently investigated role model advertising violations involving Betcity and TOTO Winkel, following the implementation of a comprehensive advertising ban in June.Tax Framework and Financial Adjustments
The extension follows a significant adjustment to the national gambling tax framework. The levy increased to 34.2 percent of gross gaming revenue in January 2025, before reaching a final rate of 37.8 percent earlier this year. Holland Casino reported €13.5 million in additional costs during the first half of 2025 due to the initial rate change. The Ministry of Finance approved the tax revision in September, projecting €200 million in annual additional revenue between 2025 and 2028.Government officials previously confirmed plans to negotiate mitigation measures with the operator after ruling out a full privatisation of the company last year.
